We don't currently have a deck that covers the full IPA, in part because the full IPA is pretty huge (if you include diacritics and everything!), and in part because IPA is extremely language-dependent. An English [k] is different from a French [k] or a Korean [k], and the vowels are even more varied. So while we could skim the surface of the IPA and make a larger deck, it's a tricky thing to do, since we'd always need to decide upon which language's sounds to use.
